The Independence City Council met in regular session in the council chambers at 6:30 p.m., on Monday, August 23, 2010. Mayor Carl Scharff called the meeting to order with Council Members Hill, Hermsen, Schweitzer, Engen, Hand, Davis and Holland present. Complete council proceedings are on file in the office of the City Clerk for public viewing. Council Members voted aye unless otherwise noted. Mayor Scharff removed item #6 a Resolution in support of increased freight rail from the agenda. Engen/Schweitzer to approve the agenda. There were no public comments to be heard. Hill/Hand to accept and approve the consent agenda that approves the following: minutes from August 9, 2010; Pancho’s Mexican American Food new Liquor License; Casey’s General Store #83 renewal of Beer Permit. Holland/Schweitzer to approve the bills.

Craig Johnson, Executive Director, Heartland Acres Agribition presented an update on activities at Heartland Acres. Big Bud will be back mid
September. This year the center has had 25,000 visitors and the event side is approaching the same number year to date. Mr. Johnson reported an adult admission is $10 and there are discounts available and bus tours for $2 off the admission for an adult. A child’s admission is $4 and there is a $3 admission for students. Hill/Holland to receive and file proof of publication of notice of public hearing for consideration of adopting a Resolution approving the Hazard Mitigation Plan Update for the City of Independence, Iowa. Hand/Engen to hold the hearing. Colleen Simmons, INRCOG, was presented an overview of the update process for the Hazard Mitigation Plan. Engen/Davis to adopt a Resolution approving the Hazard Mitigation Plan Update. Resolution No. 2010-53 adopted and approved. Holland/Schweitzer to adopt a Resolution appointing Robert Solon as a Director to the Independence Public Library Board. Resolution No. 2010-54 adopted and approved. Holland/Davis to adopt a Resolution appointing Bill Lake to the Parks and Recreation Advisory Committee. Resolution No. 2010-55 adopted and approved. Hill/Engen to adopt a Resolution appointing Janet Buls to the Planning and Zoning Commission. Resolution No. 2010-56 adopted and approved. Hill/Engen to adopt a Resolution approving a contract between Municipal Pipe Tool Co., Inc. and the City of Independence to provide a five-year sewer maintenance contract. Resolution No. 2010-57 adopted and approved. Discussion on the height restriction for grass was discussed. Hill/Engen to approve an eight inch height restriction for grass as defined in the noxious weeds provision. Holland/Engen to approve the Ordinance Committee’s recommendations for revisions to the City Code and authorizing the City Clerk to forward the changes to Iowa Codification Inc. in preparation of recodification. There was discussion on the rental of the remainder of the annex building located at 210 5th Avenue NE for the police department’s use. Council and Staff comments were heard: Davis/Holland, to adjourn. Meeting adjourned at 7:46 p.m.
